Preheat oven to 350F
Bring a pot of water to a boil. Cut the cauliflower into small bouquets and dice the potato. Add to pot and cook 10 min or until cooked, then drain and reserve warm.
Prepare the ingredients
Chop the garlic and onion. Cut the carrot into small cubes.
Cook the meat
In a large oiled pan, brown the ground beef, about 5 min. Add salt and pepper to taste.
Add vegetables and seasoning
Stir in garlic, carrot and onion and cook for 3 min over medium heat. Add Worcestershire sauce and dissolved beef broth. Simmer 5 min longer and remove from heat. Transfer into an ovenproof dish then add corn and peas.
Assemble and bake
Crush cauliflower and potato and mix with butter, parmesan, salt and pepper. Mix and spread the purée over the meat mixture to cover completely. Bake in the oven for 30 min. Garnish with chopped parsley and pepper, then serve.
